Russian President Vladimir Putin has warned Ukraine’s Western allies of the consequences of any attack on Russia or Russian forces involving a nuclear weapon.

Addressing the Federal Security Service Board (FSB) on Tuesday, Putin responded to a statement earlier from the country’s Foreign Intelligence Service (SVR), which raised alarms over the possible transfer of nuclear weapons technology to Ukraine by Western allies.

Russia’s Foreign Ministry also warned of the risk of a direct confrontation between nuclear powers, emphasizing the potentially catastrophic consequences of such a clash.

The ministry accused Britain and France of preparing to secretly provide Ukraine with nuclear weapons components and technology.

“We once again warn of the risks of a direct military confrontation between nuclear powers and, accordingly, of its potentially dire consequences,” the ministry stated.

In its report, the SVR stated that Britain and France “are actively working to resolve the issue of providing Kyiv with such weapons and their delivery systems.”

“This involves the covert transfer of European components, equipment, and technology to Ukraine in this area. The French TN75 small-size warhead from the M51.1 submarine-launched ballistic missile is being considered as an option,” it added.

The SVR also said that Berlin “wisely declined to participate in this dangerous adventure.”

The Russian intelligence service said these plans by Ukraine’s Western allies represent a “gross violation of international law…and pose a serious threat to the global non-proliferation regime.”

“Such extremely dangerous plans by London and Paris demonstrate their loss of a sense of reality. They are futilely hoping to avoid responsibility,” it added.

Meanwhile, Russia’s upper-house Federation Council has called on British and French lawmakers to launch parliamentary inquiries into the SVR’s report regarding nuclear weapons.

“London and Paris cannot claim ignorance that Russia’s nuclear doctrine treats aggression by a non-nuclear state, backed by a nuclear power, as a joint attack,” the Federation Council said in a statement.

In 2024, Russia updated its nuclear doctrine, framing its use of nuclear weapons as primarily defensive and a deterrent against aggression.

The country has repeatedly warned that Western support for Ukraine, including the transfer of advanced military technology, threatens regional stability and global security.

Negotiations to end the war in Ukraine remain stalled. Russian and Ukrainian officials have held three rounds of talks this year, with a fourth session expected later this week.
