Hundreds of cases of rape and child abuse went largely un-investigated for years by the New Orleans Police Department.
According to the Office of the Inspector General between 2011 and 2013, only 14 percent of sexual assault cases were investigated by NOPD.
The five detectives representing the rape cases were identified and have been transferred to other units.
However many, including Human Rights Watch, is calling on police departments across the country to allow an outside independent body to investigate police misconduct year round. After all they ask, is police reform truly possible from the inside, without independent oversight?
