Press TV has conducted an interview with Saad al-Muttalibi, a member of the State of Law Coalition in Baghdad, to discuss a set of proposals by Prime Minister Haider al-Abadi which has been approved by the Iraqi parliament that aim to battle corruption and reduce government costs.
The following is a rough transcription of the interview.
Press TV: Looking at what changes has taken place and at this speed that this took place based on the reaction from Haider al-Abadi, it is almost unbelievable. Do you think that this is going to be received well by the Iraqis, the push by Haider al-Abadi to listen to their demands?
Muttalibi: I think as the first step, yes, this would have a positive effect on the people. As you know there have been wide demonstrations. The Islamic jurisprudence at its highest levels have interfered in this matter and Ayatollah Sistani himself sent a very, very strong message to Dr. Haider al-Abadi, the prime minister, to take matters into his own hands and enforce reforms outside the consensual agreement that has been governing the political scene here in Iraq.
So yes, this step is very important. I think that we are hearing now some news, some of the political parties in the parliament, in particular the Kurds and the Sunnis, now trying to drag their feet because these types of reforms will reduce the influence on the executive powers, where they can influence the making of corruption and supporting those who are corrupt in power.
So the steps of Dr. Haider al-Abadi is to cut the corruption in the country by designing a system that is outside the consensual agreement and outside the control of the political parties in the parliament. That means that the prime minister and a governing body will look into this special nominations for high ranking officials and this special body will not be influenced by political alliances here or there. This according to the fatwa by Ayatollah Sistani, therefore I think Mr. Haider al-Abadi will face more difficulties in the parliament in weeks to come when he actually starts putting forward a workable plan that will lead to the reforms that we are looking for.
