The Labour leader will promise to set up a special unit to target those who exploit migrant workers. Miliband has said he admits that Labour got it wrong in office over its immigration policy and that the next government must tackle it.
The Tories have criticised Miliband’s policy proposals, saying that he fails to understand the need for controlled immigration as they vow to change the EU’s free movement of people rules.
Miliband has hit back at the Tory claims, saying they would "never be able to tackle immigration properly because they don't understand that an epidemic of exploitation is driving up the number of low-skill workers who come here".

The Labour leader has come under fire for focusing on immigration in the recent past. Although Prime Minister David Cameron and the Tories have been running scared of UKIP as they try to appeal to their right wing core voters, many people have underestimated a similar Labour fear of UKIP; a fear of losing vast swathes of their former working class heartlands to the ring wing anti-immigrant party. This fear was perhaps symbolised with Labour’s controversial red mug that said, “Controls on Immigration.”
But Miliband is keen to put a positive stance on his latest policy proposal on the issues of immigration and migrant workers. He believes that the “epidemic of exploitation” is increasing the number of low-skill workers who come to Britain. He will argue that this has created a driving down of wages and an exploitation of migrant workers.
The Labour leader believes a new special unit of more than 100 staff is needed to “root out the illegal exploitation which undercuts wages and conditions for local workers.”
